In Guinea, administrative activities have focused on both local community engagement and national capacity building. Local officials in the Dabola prefecture conducted outreach to discuss social cohesion and addressed community concerns regarding the economic and fiscal contributions of the Société de Bauxite de Dabola et Tougué (SBDT) mining operations. Concurrently, the Guinean government has moved toward institutional modernization. The Ministry of Modernization of Administration and Civil Service, through the National School of Administration (ENA), organized leadership and emotional intelligence training for over 60 ministerial advisors to support the Simandou 2040 program. Building on these efforts, Minister Faya François Bourouno has detailed an extensive civil service recruitment program for 2026 and 2027, aiming to fill over 15,000 positions across the health, higher education, sanitation and hydraulics, justice, and education ministries. The campaign is designed around the principles of merit, territorialization, digitalization, and fraud prevention. The 2026 phase includes recruiting 6,000 teachers, 500 PhD-level research professors, To combat nepotism, the government will implement digitalized exams and 697 specialist doctors reserved for Guinean nationals. online applications, with the Minister warning that fraudulent activity will be referred to prosecutors. To ensure regional coverage, most exams will be held in the provinces rather than Conakry. The drive also seeks to increase female representation, which has risen to 31%. However, tensions have risen ahead of the October 5, 2026, school reopening. The Intersyndicale de l’Éducation—comprising the SLECG, SNE, and FSPE—is threatening strikes, protesting the decision to hold competitive exams for the 6,000 teachers. Unions argue that approximately 4,400 community contract teachers who passed practical evaluations should be prioritized for direct employment, citing a January 2026 protocol. Minister Bourouno has stated that the government will respect all previous protocols while maintaining strict standards of transparency and rigor to ensure educational quality.
