Gunpo City is implementing various administrative and social initiatives to modernize its governance and support its population. To address a significant generational shift in public administration, the city announced a five-year civil servant training plan (2026–2031). This tiered education system aims to prepare staff for specific job grades and mitigate a potential leadership vacuum caused by the upcoming retirement of approximately 132 officials. The plan also includes an ‘on-boarding’ system for new hires and expanded training in generative AI to improve administrative efficiency. Simultaneously, the city has been recognized as one of the top five ‘Youth-Friendly’ local governments in Gyeonggi Province. Gunpo is pursuing a ‘Youth Sovereignty’ model, which moves beyond traditional welfare to allow young people to participate directly in policy decision-making. This approach is supported by the ‘2nd Gunpo Youth Policy Basic Plan (2025–2029)’, covering sectors such as jobs, housing, and participation rights. In September 2026, the city announced a major administrative reorganization to support the goals of its ninth elected administration. This restructuring includes the creation of an Urban Redevelopment Bureau to centralize functions for old downtown redevelopment and the renovation of the first-generation Sanbon New Town. To further the youth empowerment agenda, a Youth Sovereignty Office will be established directly under the Vice Mayor to manage housing, jobs, and startup policies. Additionally, the city will launch an Environmental Water Management Headquarters to integrate climate change, parks, and resource circulation. The reorganization also involves abolishing the ‘Daedong’ system to reintegrate its welfare and urban environment functions into the main administration. The new structure, expanding to 6 bureaus, 1 headquarters, and 4 offices, is expected to officially launch in October following a City Council session.
