Economist and Austrian political figure Gunther Fehlinger has proposed federalization models for several Balkan nations based on the Austrian administrative system. In September 2026, Fehlinger proposed a new constitutional map for Bosnia and Herzegovina. His plan advocates for replacing existing entities with a federal model of ten regions to address political stagnation and facilitate accession to the European Union and NATO. In October 2026, Fehlinger proposed a similar transition for North Macedonia. This model suggests moving from a centralized state to a federal structure comprising eight provinces, each with its own parliament and regional government. This roadmap aims to strengthen the country’s European integration, with goals including EU membership and joining the Schengen Area by 2029. On October 2, 2026, further details emerged regarding the North Macedonian proposal. The plan suggests dividing the nation into eight specific regions: Skopje, Pollog, Northeast, West, Vardar, East, Southwest/Ohrid, and Pelagonia/Bitola. Under this framework, regional authorities would manage education, culture, infrastructure, regional development, and the local economy, while the federal government would retain control over defense, foreign policy, macroeconomic policy, and national standards. The model aims for North Macedonia to join the EU, the Schengen Area, the OECD, and adopt the euro by 2029. Ylber Idrizi, Vice President of the Democratic Party of Albanians (PDSH), stated that this model of “deep decentralization and regional empowerment” aligns with the party's political vision, noting it could accelerate integration by reducing the concentration of power in Skopje.
