President Irfaan Ali announced significant restrictions on the importation of electronic cigarettes and vaping products in Guyana to protect public health, particularly among youth. Under the Customs Act, the importation of all vapes for recreational use will be prohibited unless they receive explicit approval from the Minister of Health, the National Tobacco Control Council, or the Tobacco Control Board. The decision was prompted by concerns from parents, teachers, and religious leaders regarding the accessibility of these products to schoolchildren. Educators noted that vaping has contributed to behavioral issues and academic concerns in schools, while parents expressed worry over flavored varieties and the risk of transitioning to traditional smoking. While recreational products face strict limitations, the government indicated that medicinal and therapeutic applications may still be permitted under regulatory oversight. The move has received support from the Georgetown Chamber of Commerce and Industry, the Private Sector Commission, and various educational stakeholders. Further details indicate that an impending ministerial order to be signed by Dr. Ashni Singh will formalize these measures. This order will prohibit the importation of vaping devices, e-liquids, and related consumables without explicit certification and prior clearance from the Minister of Health or designated tobacco control authorities. To enforce these rules, the Guyana Revenue Authority will be empowered to halt and seize unapproved consignments at ports of entry. The policy has also gained support from the Ethnic Relations Commission (ERC) and health professionals, who have highlighted potential respiratory and cardiovascular risks.
