Guyana-Venezuela Essequibo territorial dispute

Overview

Guyana and Venezuela remain deadlocked over the sovereignty of the Essequibo region, a resource-rich territory covering approximately 160,000 square kilometers.

At the 81st United Nations General Assembly, Guyanese President Irfaan Ali called on Venezuela to respect an upcoming International Court of Justice (ICJ) ruling, asserting that the 1899 Arbitral Award is the final settlement of the border.

Venezuela has consistently rejected the ICJ’s jurisdiction and the validity of the 1899 award, describing it as a “vitiated” legal artifice. Venezuelan officials, including acting President Delcy Rodríguez, continue to advocate for the 1966 Geneva Agreement as the sole valid framework for resolution, calling for “direct dialogue” and bilateral negotiations rather than judicial intervention.

Marking 127 years since the 1899 Paris Arbitral Award, Venezuelan officials, including Foreign Minister Félix Plasencia and Acting President Delcy Rodríguez, have reaffirmed their rejection of the decision, characterizing it as “fraudulent” and “null and void from its origins.” The Venezuelan administration maintains that its historical rights over the mineral and oil-rich territory are inalienable.

Venezuela continues to reject the unilateral actions of Guyana before the ICJ, stating it will not endorse decisions from that tribunal. The administration reiterates that the 1966 Geneva Agreement is the only valid legal instrument for reaching a settlement and has extended an invitation to Guyana for direct bilateral negotiations to promote regional economic development.
