China is expanding the Hainan Free Trade Port through new measures and legislative implementation. Recent policy updates include 16 new measures to facilitate foreign companies and professionals, specifically targeting energy trade, healthcare services, and customs bonded operations. These provisions allow foreign doctors with valid qualifications to practice in the region and permit foreign enterprises to use bonded facilities at liquefied natural gas receiving terminals. Legislative reports indicate that the implementation of the Hainan Free Trade Port law has established a framework including 60 regulations covering intellectual property and fair competition. The region has also established an intellectual property court and an international commercial dispute resolution center. As of December 2025, special customs operations have increased the share of tariff items eligible for zero-duty treatment for qualifying imports from 21% to 74%. An inspection report presented to the 25th session of the 14th National People's Congress Standing Committee indicates that the implementation of the Hainan FTP law has yielded positive results. The report notes that special customs operations across the island are proceeding regularly, enhancing the port's role in promoting international opening and cooperation. While the port focuses on liberalizing trade and investment through special tax regimes and free factor flows, goods shipped from Hainan to mainland China remain subject to separate customs controls.
