The Hanoi People's Council has initiated reviews regarding the investment, management, and operational efficiency of the city’s cultural and sports institutions. Officials emphasized the need to align facility development with urban planning and population needs, noting that efficiency must be considered from the initial investment stage to prevent underutilization. As the city implements a two-level local government model, new challenges have emerged in managing public assets and defining responsibilities across its 4,715 cultural and sports facilities. The council aims to refine management models for large-scale facilities transferred to commune and ward levels. In parallel with broader management goals, Hanoi has set a target for 100% of schools in its general education system to have dedicated sports facilities by 2030. This initiative seeks to move beyond mandatory physical education toward a continuous environment for extracurricular activities. Specific projects, such as those at Phung Hung High School, are already implementing these standards through the construction of multi-purpose halls, courts, and pitches. Expanding its infrastructure footprint, the Hanoi People's Committee has proposed a major investment of over 2,523 billion VND for a multi-purpose sports training and competition complex in the My Dinh high-class athlete area. This 4.88-hectare project, funded by the city's public investment budget, is planned to include a multi-purpose arena with a capacity of 5,000 to 6,000 people, an eight-story training building featuring an eight-lane swimming pool, and a 17-story dormitory capable of accommodating at least 1,500 people.
