The Hanoi - Hai Phong Expressway, a 105.5 km transport corridor connecting Hanoi and Hai Phong, has transitioned from receiving international recognition for its financing model to facing local operational challenges. In September 2026, the project was honored at the Karlsruhe Sustainable Finance Awards in Germany. The award for ‘Excellent Innovation in Sustainable Financial Products and Services’ was presented to the Vietnam Development Bank for its role in mobilizing domestic and international resources, including funding from the German Reconstruction Bank (KfW), to implement the project under a Build-Operate-Transfer model. By October 2026, authorities in Hai Phong began proposing toll reductions on the expressway. This proposal aims expressway to incentivize heavy trucks and container vehicles to use the highway rather than National Highway 5. Local officials noted that heavy vehicles currently account for only 6% of the expressway’s traffic, leading to congestion and high accident rates on alternative routes. In the first eight months of the year, Hai Phong reported 539 traffic accidents, with 162 involving trucks. The Hai Phong People's Committee and local police have submitted proposals to the Ministry of Construction and the Vietnam Infrastructure Development and Investment Financial Corporation (VIDIFI) to study incentive schemes. Transport businesses have identified high toll costs as a primary deterrent, noting that round-trip tolls for large trucks and 40-foot containers can reach up to 1.74 million VND. Additionally, the proximity of industrial zones and warehouses to National Highway 5 creates a direct demand for the older route, causing it to operate beyond its designed capacity.
