A first-year student from the Hanoi University of Mining and Geology, identified as Nguyen Dinh Sang (N. D. S.), died after being swept into an open drain during heavy rainfall in Hanoi’s Dong Ngac Ward. The incident occurred around 9:00 AM on September 17 in the Pho Vien Street area, where deep flooding was reported. His motorbike was found stuck near a drainage opening. Following an extensive search by police, divers, and local militia, his body was recovered on the morning of September 18 from a drain outlet leading to the Nhue River, located more than 1 km from the initial site. University leadership has visited the student’s family in Ninh Binh province to express condolences, noting that he came from a disadvantaged background. As investigations progress, reports indicate the area was under construction with incomplete road surfaces and poorly covered manholes, which became hazardous due to heavy rain and strong currents. In response, the Hanoi People's Committee has ordered an investigation to clarify responsibilities and address safety risks. Vice Chairman Truong Viet Dung directed the police to strictly investigate the theft and consumption of manhole covers, which compromises public safety. Authorities have also called for improved maintenance and the immediate implementation of safety measures, such as barriers and warnings, at all vulnerable drainage sites. Recent reports indicate that heavy rainfall continues to cause significant challenges across Vietnam. In Hanoi, prolonged flooding has left hundreds of households submerged in areas such as My Luong village for five days. Consequently, authorities have been directed to urgently inspect all drainage systems to ensure public safety following the student's death.
