Overview

Hanoi authorities have implemented several technological and administrative measures to manage traffic congestion and urban order. Under Plan 383/KH-UBND, the city has resolved 76% of chronic traffic bottleneck points, though twelve locations remain difficult to clear due to construction and high traffic volumes. Efforts also focus on reclaiming sidewalks and narrow alleys from illegal vendors and businesses.

To support these objectives, the city has deployed an AI-camera system, expanding to a total of 4,297 cameras by July 2026. This has been supplemented by a pilot program using unmanned aerial vehicles (UAVs) to monitor strategic routes such as Beltway 1 and Beltway 3. These drones utilize high-resolution zoom and artificial intelligence to detect infractions including illegal parking, unauthorized street vending, and driving in emergency lanes, transmitting real-time data to authorities for enforcement.
