A Honolulu grand jury returned a 12-count indictment on 24 July 2026 against Lieutenant Governor Sylvia Luke, accusing her of criminal conspiracy, bribery and falsifying campaign-finance reports. Prosecutors say lobbyist Tobi Solidum offered a $35,000 bribe in exchange for Luke’s support of a state COVID-19 testing contract administered by the National Kidney Foundation of Hawaii. The indictment also names former state Rep. Ryan Yamane, airports administrator Ford Fuchigami, former Public Utilities Commission chair Leo Asunción and Solidum, who has fled to the Philippines. The same charges were unsealed on 26 July, detailing that Luke allegedly received $5,000 checks from Solidum and that additional contributions were tied to union support for her campaign. On 30 July, Luke and three co-defendants entered not-guilty pleas; Luke is accused of taking up to $70,000 in contributions, is free on $80,000 bail, and faces trial on 28 September 2026. Solidum remains under a separate federal probe for alleged $7 million misappropriation. The scandal heavily influenced the 7 August state primary elections. While Governor Josh Green entered secured a significant victory in the Democratic primary as a heavy favorite, for reelection, defeating several challengers. In the 1st Congressional District, incumbent U.S. Representative Ed Case successfully defended his seat against progressive challenger Jarrett Keohokalole. In the 2nd District, U.S. Representative Jill Tokuda also advanced with overwhelming support. The race for lieutenant governor to replace Luke featured nine competing candidates. Other notable contests included a progressive challenge to incumbent U.S. Representative Ed Case by State Senator Jarrett Keohokalole in the 1st Congressional District.
