However, significant infrastructure gaps remain. Community representative Dania J. Polanco Hiraldo continues to urge the completion of a primary care center in El Burro, Puerto Plata, a project stalled for nearly 11 years. Additionally, the Mental Health Unit at the Hospital Regional Universitario Jaime Mota reports severe deficiencies, including a lack of air conditioning for approximately one year and critical security shortages. In Ecuador, the physical rehabilitation center in San Lorenzo, Manabí, remains remodeled to provide specialized therapy, supported by additional professionals from the Prefectura de Manabí.
