Romania’s National Health Insurance House (CNAS) has introduced a reform package centered on modernization and expanded access. This includes the launch of the “E-Sănătatea Mea” electronic portal, which allows insured patients to manage medical records, prescriptions, and appointments online. Additionally, Dr. Ovidiu Butuc, director of the Mureș County Health Insurance House, described the platform as a “major modernization of the health-insurance system.” To improve resource management, CNAS plans to remove monthly caps on reimbursed medical analyses by redistributing unused funds, while simultaneously tightening prescribing rules for approximately 100 basic tests to ensure medical necessity. Furthermore, CNAS is attempting to professionalize management by launching competitions to fill 20 general director positions across various counties, including Brăila, Dolj, and Prahova. Regarding coverage, CNAS provides specific free medical investigations for uninsured individuals in Romania, such as oncological screenings screenings, hepatitis B and C testing, and HIV testing for pregnant women, provided they receive a special referral from a family doctor. Meanwhile, in Moldova, insured individuals have gained increased access to high-performance investigations like CT scans and MRIs, with funded MRIs. During the first half of 2026, approximately 373,000 such investigations increasing by were funded through AOAM funds, an increase of over 30,000 compared to the previous year.
