Heavy rainfall has caused flooding and geological instability across multiple regions in Brazil. In the state of São Paulo, cities including Santo André and Americana experienced significant precipitation. In Santo André, authorities warned of up to 150 mm of rain due to El Niño effects, while Americana reported 54 mm of rain within seven hours, leading to flooding near the bus station and along the Ribeirão Quilombo. In Paraná, the municipality of Apucarana faced flooding and landslides after recording 174.4 mm of precipitation in early September. A subsequent severe storm featuring intense rain, hail, and winds reaching 125 km/h caused widespread destruction, affecting approximately 4,500 people across 20 neighborhoods and damaging nearly 1,000 homes. The local government declared a state of emergency, and the State of Paraná recognized the measure. Recent reports indicate that up to 70% of the city lost power, and two-thirds of the population faced water shortages due to damage to the Sanepar water intake system. Economic assessments in Apucarana indicate that total damages from the storms have exceeded R$ 13 million. Losses include over R$ 7.2 million in the commerce, industry, and services sectors, R$ 3.72 million in residential damage, and R$ 2.14 million for public infrastructure. The education sector is the hardest hit, accounting for 80.3% of municipal building damages at R$ 1.72 million. To manage recovery, the Apucarana City Council unanimously approved Project of Law No. 155/2026, establishing the Municipal Protection and Civil Defense Fund (FUMPDEC) to manage state, federal, and private disaster relief transfers. Recovery efforts face logistical challenges, as a bottleneck at a supplier factory in Curitiba has delayed the shipment of roofing tiles needed to repair homes. While over 700 families have received aid, including 8,000 tiles, residents in the Afonso Alves de Camargo neighborhood continue to report ongoing water shortages.
