Himachal Pradesh university recruitment reform dispute

Overview

The Himachal Pradesh Assembly passed the State Universities (Amendment) Bill, 2026, via voice vote to reform recruitment processes. The legislation allows universities to appoint professors and associate professors, while other positions will be managed through the Himachal Pradesh Public Service Commission and the State Selection Commission. Chief Minister Sukhvinder Singh Sukhu stated the bill aims to prevent political interference and irregularities.

In response to the legislation, the Himachal Pradesh University Teachers’ Welfare Association (HPUTWA) launched the ‘Save University Campaign’. As of September 14, teachers had been protesting for 13 consecutive days outside the Vice-Chancellor’s office in Shimla. Protesters expressed concerns that the administrative reforms could undermine academic freedom, institutional dignity, and autonomous decision-making.
