Ho Chi Minh City is proposing a roadmap to restrict gasoline and diesel vehicles from entering specific urban areas to establish Low Emission Zones (LEZ). A draft resolution under review by the Department of Construction suggests a pilot phase beginning January 1, 2028. The first phase, spanning 2028 to 2029, would cover approximately 15.6 km², including the central district and the Thu Thiem New Urban Area, areas chosen for their high public transport coverage and proximity to Metro Line 1. A second phase is planned for January 1, 2030, to expand restrictions to the area within the Second Ring Road. The city’s long-term objective is for all road vehicles to utilize clean energy by 2045. Furthermore, the proposal includes establishing strict emission protection zones in Con Dao and Thanh An starting in 2028, with additional restrictions planned for Binh Khanh, An Thoi Dong, and Can Gio district by 2030. To support these environmental shifts, the city plans to implement an integrated payment system for public transport starting in 2027. This system would cover buses, Metro Line 1, water buses, and potentially taxis or bicycles, offering daily, weekly, and monthly passes. Additionally, the city aims to mandate that all provincial buses switch to clean energy by 2027, followed by taxis and two-wheeled delivery vehicles by 2030. Authorities are also considering temporary exemptions for using sidewalks and roadsides to install electric charging infrastructure.
