Honduras construction and material regulations
Overview
Honduras has introduced new regulatory measures to oversee the construction and urbanization sectors. In September 2026, the Legislative Assembly approved a professional responsibility law managed by the Dirección de Ordenamiento Territorial (DOT) to regulate the registration and supervision of construction professionals.
In October 2026, the government implemented a new Technical Regulation for Cement to ensure infrastructure safety and quality. The rules mandate registration, certification, labeling, and specific storage standards for all producers and importers. Minister of Economic Development Eddy Ordóñez stated the goal is to ‘close the door to cement without a guarantee,’ emphasizing that the measure is intended to ensure quality rather than exclude foreign competitors.
Following the October 6 enforcement, authorities prevented the entry of 49,000 tons of low-quality cement. In one instance, a cargo ship carrying 56,000 tons was intercepted; only 7,000 tons were permitted entry, while the rest was forced to return to its port of origin due to missing certifications. To prevent supply disruptions, the government has granted distributors a grace period to exhaust existing inventories.
Currently, Argos Honduras, Cementos del Norte (CENOSA), and Inversiones Cementeras de Centroamérica (DURACEM) have obtained official five-year registrations, with a fourth company undergoing accreditation. Critics, including former official Fausto Cálix, have warned of a ‘cementazo,’ or sharp price increase. Cálix noted that removing lower-priced imported brands, such as Chinese cement, could reduce competition and increase construction costs, potentially impacting employment.
