Hong Kong Chief Executive John Lee has unveiled the city’s inaugural five-year socio-economic development plan (2026–2030) alongside his fifth Policy Address. Emphasizing that the blueprint is a strategic guide rather than a move toward a planned economy, Lee stated the plan will strictly adhere to the city’s capitalist system and the ‘One Country, Two Systems’ principle. The plan aims to transition the region from stability to prosperity by aligning with China’s national development strategies, particularly through infrastructure connectivity and rule alignment within the Greater Bay Area. A primary pillar is the development of the Northern Metropolis, a 30,000-hectare project intended to act as a growth engine through technological integration with the mainland. To support innovation, the government intends for spending to reach 3% of economic output after 2030. The roadmap includes 22 indicators, with five containing binding targets and 17 serving as anticipatory goals, including specific objectives for environmental protection. To advance high-tech goals, the administration is focusing on establishing three major university cities—San Tin, Fanling/Sheung Shui, and Tai Po/Tap Mun—to foster sectors such as medicine, life sciences, AI, robotics, and advanced manufacturing. Economic initiatives focus on upgrading Hong Kong’s functional role, transitioning from a transit point for capital into a provider of high-value services such as risk management, wealth management, and commodity trading. This includes deepening offshore Renminbi business and launching a central gold clearing and settlement system by early 2027. Recent efforts to bolster the innovation ecosystem include the ‘Hong Kong Green Biomanufacturing Industry Development Common Initiative’ and the launch of the ‘Open Yeast Platform Hong Kong Center’ to support startups in the Greater Bay Area. Central to the integration of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is the strengthening of both ‘hard connectivity’ through infrastructure and ‘soft connectivity’ by aligning regional rules and mechanisms.
