Hong Kong is advancing its digital transformation through various artificial intelligence initiatives aimed at government efficiency, infrastructure, and private sector adoption. The Transport Department is preparing to debut an AI-powered traffic light system at the junction of Gloucester Road and Great George Street in Causeway Bay during the first quarter of 2027. By using real-time data to detect vehicle and pedestrian flows, the system aims to reduce maximum pedestrian waiting times by 15 to 20 seconds, with a phased rollout planned for approximately 50 junctions. Additionally, the ‘Easy Licence Application Approval’ system is expected to launch by the end of 2026. Utilizing large language models to verify documents, the system aims to reduce vehicle licence renewal processing times from ten working days to one, with over 90 per cent of online renewals processed automatically. This system will also support cross-border driving schemes between Hong Kong and Guangdong. To support workforce development, the government has allocated HK$50 million for a universal AI training program intended to benefit approximately 50,000 people through over 200 activities. In November, the Employees Retraining Board will collaborate with tech firms to launch specific AI courses. Further public sector integration includes the 1823 Contact Centre, which is adopting AI features such as real-time speech-to-text, automated case summaries, and data extraction. To promote broader adoption, the Hong Kong Productivity Council has launched the ‘AI for All’ Inclusive Programme, providing training and talent development for SMEs, professionals, and underprivileged communities. In the financial sector, major regulators including the HKMA, SFC, IA, and MPFA have launched the ‘GenAI Sandbox++’ in collaboration with Cyberport. This platform oversees emerging technologies such as Agentic AI, digital currencies, and real-world asset tokenization. The first phase involves 36 use cases from 30 financial institutions, including testing autonomous Agentic Commerce payments and liquidity risk prediction.
