The Securities and Futures Commission (SFC) has launched a major investigation into suspected initial public offering (IPO) manipulation involving several companies, including the tea chain ChaPanda (also referred to as Chabaidao), Cloudbreak Pharma, and Tianju Dihe. Regulators suspect these groups created artificial demand for shares by channeling IPO proceeds through financial products to repurchase shares and inflate secondary market prices. In a significant escalation, the SFC ordered the freezing of over 4.6 billion Hong Kong dollars, marking the largest asset freeze in the regulator’s history. This action follows reports that ChaPanda’s stock had declined 77% from its 2024 listing price. Additionally, restriction orders were issued to brokerages in both Hong Kong and Macau to freeze assets linked to the suspected fraudulent schemes. Following the investigation, the SFC ordered a suspension of trading for ChaPanda. Regulators have taken action against two suspicious groups and six brokerage firms suspected of participating in schemes to create a “false appearance of subscription demand.” Consequently, the Hang Seng Indexes Company announced that ChaPanda’s shares will be removed from the Hang Seng Index series. While the investigation continues, the SFC has not explicitly stated that ChaPanda’s management was involved in the suspected misconduct.
