Amnesty International has accused the Malian armed forces (FAMa) and the Russian-backed Wagner Group of committing war crimes between June 2023 and December 2025. The report, titled ‘No One Is Spared’, documents the unlawful killing of at least 34 civilians in the Ségou, Mopti, and Timbuktu regions, specifically targeting Fulani, Arab, and Tuareg communities. Reported abuses include summary executions, torture, enforced disappearances, and the destruction of property. Specific incidents cited include a joint patrol killing in Tin Adanda and drone strikes in Timbuktu that killed at least 23 people, including five children. Reports indicate that these human rights violations have persisted despite the transition from the Wagner Group to the Africa Corps structure. Investigations into operations in the Ségou, Mopti, and Tombouctou regions allege continued systematic abuses, such as extrajudicial executions and indiscriminate drone strikes. Survivors in detention centers at Léré and Nampala have described torture methods including electrocution and sexual violence. Building on these allegations, a Human Rights Watch report claims that Mali’s armed forces and their Russian allies, operating under the Africa Corps, continue to commit grave violations of international humanitarian law. Data from ACLED indicates that civilian casualties from drone strikes more than doubled between April and August compared to the previous year. Documented incidents include an August 19 drone strike on a cattle market in the Bandiagara region that killed six men, a July 29 strike on a health centre in Kidal, and the killing of five young girls in the Ségou region by soldiers who reportedly mistook them for attackers. Human Rights Watch has called for intervention by the African Union’s Peace and Security Council. The report also notes that insurgent forces have committed abuses, including the torture and execution of captured soldiers.
