Hungarian abortion regulation debate

The Hungarian government introduced the ‘aszívhangrendelet’ (heartbeat decree), a regulation requiring the detection of a fetal heartbeat or pulsation via ultrasound before an abortion can be performed. While officials presented the measure as a response to public health concerns, critics and observers suggested it was a political move to rally conservative support.

The regulation has faced significant pushback. Pro-choice organizations and medical professionals have raised concerns that the mandatory procedure may be “humiliating or anxiety-inducing” for patients. Additionally, the implementation of the 2022 decree was noted by Health Minister Zsolt Hegedűs as having been based on political rather than professional grounds, citing a lack of evidence-based analysis at the time.

In response to the ongoing debate, the president of the Reformed Church in Hungary, József Steinbach, has requested a meeting with Minister Hegedűs to discuss the decree. The minister has reportedly responded positively to the request for dialogue, as medical experts emphasize the need to find solutions for women in crisis.
