Hungarian child protection legislative and systemic issues

The Hungarian government has introduced a legislative package intended to strengthen child protection across physical and digital environments. The proposal seeks to amend six laws covering areas such as media services, education, and criminal records. Key objectives include implementing stricter age-rating standards and prohibiting the promotion of content that is unsuitable for a child’s development or depicts sexuality for its own sake.

Simultaneously, a government report titled ‘Diagnosis’ has warned that the existing child protection system is facing a potential “structural collapse” by 2026. Based on interviews with approximately 500 professionals, the report highlights critical shortages of specialists, insufficient placement capacity, and inadequate services.

State Secretary for Child Law and Child Protection Szilvia Gyurkó noted that between 23,000 and 24,000 children are currently in professional care, a figure representing 1.4 percent of the child population—notably higher than the European average of 0.6 to 0.8 percent. The report suggests that increasing family support and preventive services may be necessary to reduce the number of children removed from their homes.
