Hungarian deposit return system challenges

The implementation of deposit return systems in Hungary has led to various social and operational challenges. In Budapest, the system has been linked to increased visibility of poverty and homelessness, with reports of collectors overturning trash bins and entering residential buildings to find items. These incidents have caused conflicts among residents and increased littering.

In response to these issues, MOHU, the Hungarian waste management operator, has proposed replacing cash payouts for returned bottles with digital alternatives, such as bank transfers via mobile apps or in-store vouchers. This proposal aims to reduce scavenging in public bins, a practice that has increased cleaning costs for municipalities like Szolnok.

Additionally, MOHU has faced difficulties with an organic waste pilot program, which has seen participation rates at approximately half of its intended target due to low public motivation and logistical resistance in apartment buildings. Meanwhile, in Vienna, the University of Vienna is testing specialized deposit modules to facilitate more organized collection and prevent the littering associated with traditional collection methods.
