Hungary battery manufacturing and industrial policy

Hungary is positioning itself as a central hub for the European electric vehicle supply chain, producing nearly 30 percent of Europe’s electric vehicle batteries in 2023. Major industrial investments include facilities by CATL in Debrecen, Samsung SDI in Göd, and SK On in Iváncsai.

To support this industrial shift and bolster energy security, the country is looking to diversify its energy mix through solar, wind, geothermal, and energy storage to mitigate risks like low Danube water levels. However, the rapid growth of the battery sector has drawn criticism regarding high energy and water consumption, state subsidies, and industrial dependency.

In response to these complexities, the Hungarian government is revising regulations for ‘priority investments.’ While existing projects with building permits will have their rights respected, new projects must now meet stricter criteria regarding transport, urban planning, affordability, and sustainability. Notably, ‘priority status’ will no longer exempt companies from environmental regulations; environmental violations may result in the withholding of building or operational permits for at least six months.

Minister of Transport and Investment Dávid Vitézy recently announced amendments to the architectural law to ensure that large-scale projects do not bypass environmental, nature conservation, and local development standards. These changes specifically mandate that battery manufacturing plants, such as those operated by CATL, Samsung, and SK On, strictly adhere to environmental regulations. Under these rules, if a priority investment violates environmental mandates, construction or other permits may be suspended for at least six months or until the violation is rectified. Vitézy emphasized that ‘priority status does not grant exemption from legal compliance.’
