In mid-September 2026, Hungary’s National Tax and Customs Administration (NAV) underwent a leadership transition. Mónika Rózsáné Sádt was appointed President with a mandate to increase public trust through transparency and professional standards, while Dr. Attila Sisák became Deputy President for Criminal and Law Enforcement to focus on budget fraud and organized crime. Following these appointments, the NAV launched the ‘Adótraffipax’ plan, initiating widespread tax and employment audits across multiple Hungarian counties. These inspections target compliance regarding invoicing, receipt issuance, and legal employment practices. Targeted areas include autumn festivals in South Budapest, business audits in Pest County, and checks on retail and catering establishments in Baranya, Hajdú-Bihar, and Komárom-Esztergom counties. By late September, the scope of NAV investigations expanded to include potential budgetary fraud. On September 24, an investigation was ordered into the use of 4.7 billion forint in state support for the film ‘Most vagy soha!’, produced by Philip Rákay. Simultaneously, the administration’s nationwide audits intensified, covering sectors such as stationery stores, hospitality, construction sites, and outdoor events across Pest, Baranya, Hajdú-Bihar, Komárom-Esztergom, Nógrád, and Somogy counties. These checks continue to focus on employment regulations, online cash register compliance, and receipt issuance.
