Peru and Chile utility service interruptions and El Niño flood defenses

Since early May, water and electricity utilities in Peru and Chile have implemented periodic service interruptions for maintenance and infrastructure upgrades. In Lima, Sedapal has conducted frequent water service suspensions through May, June, July, and August to facilitate reservoir cleaning, pipe splicing, and emergency repairs. On August 27, Sedapal announced scheduled water service interruptions across various Lima districts, including Collique, Villa Tacala, Vista Alegre, and asentamientos humanos such as Heraud, San Roque, and Pampa Huasi. To mitigate these impacts, Sedapal deployed water tanker trucks to the most affected sectors. In late September, Sedapal continued scheduled maintenance. On September 23, water supply interruptions were announced for districts including Comas, La Molina, and Cercado, specifically affecting Urbanización Las Praderas, Urbanización Portada del Sol, and residential associations Lampa de Oro and Los Jazmines de Palao. Further temporary suspensions were scheduled for September 29 and 30, impacting Comas, San Borja, San Isidro, San Juan de Lurigancho, and Villa María del Triunfo, with outages potentially lasting up to 13 hours. In early September, the Peruvian government appointed Fernando Laca Barrera as the new chairman of the board for Sedapal to improve management efficiency, with Minister Mauricio Arnillas ruling out privatization. Sedapal has also expanded its focus response to include preparations for the El Niño phenomenon. Minister Arnillas announced that a simulation will be conducted in October phenomenon, which has caused sea temperatures to evaluate the water system’s readiness against heavy rains reach 27 °C and mudslides (huaicos), aiming to prevent service interruptions similar to advanced the 2017 crisis. Preparatory measures include cleaning and desilting six kilometers of rainy season by three months on the Rímac River near La Atarjea and maintaining northern coast, the La Atarjea Water Treatment Plant. By late September 2026, Peru Peruvian government has intensified disaster prevention preparedness. Significant river defense works have been inaugurated in Chincha, involving S/ 808.8 million for 62 kilometers of rock dikes and infrastructure maintenance protection walls, and in response Cañete, to protect agricultural land and water supplies. Additionally, the El Niño phenomenon National Water Authority (ANA) is installing dynamic barriers in Huarochirí and early rainy seasons. Lurigancho-Chosica, while INGEMMET conducts geological hazard assessments in Cajamarca following a state of emergency declaration.
