IDF security and intelligence reforms

Overview

The Israel Defense Forces (IDF) have initiated comprehensive security and structural reforms following the October 7, 2023, attacks.

Initial efforts focused on local community security along the Gaza border through the “Hagmar” (regional defense) framework. This system integrates IDF reservists living in border areas with civilian first-response teams and coordinators to provide immediate local defense. Under this model, resources are allocated based on a community’s proximity to the border.

Subsequent reforms have expanded to include broader operational and intelligence restructuring. The military is reorganizing its intelligence division to prioritize early warnings and reduce reliance on “reassuring indicators,” while also establishing a multi-front warning operations room.

These changes coincide with a significant increase in the burden on reserve forces, with soldiers serving an average of 80 to 100 days annually. Despite expanding the reserve system by 36 percent, the IDF reports that troop numbers remain insufficient to meet planned service levels. Concurrently, the military has maintained active operations, including airstrikes against military infrastructure in the Gaza Strip following the expiration of a ceasefire agreement.
