India continues to face complex challenges regarding education enrollment and retention. While the Gross Enrolment Ratio in higher education stalled at 30.0% in the 2023–24 academic year—missing the National Education Policy 2020 target of 50% by 2035—new data from the Unified District Information System for Education (UDISE+) 2025–26 report indicates a significant shift in school-level enrollment.

There is a growing trend toward private education. Four in ten schoolchildren are now enrolled in private unaided schools, up from 35.4% in 2018–19. Government school enrollment has declined to approximately 48%, while private school enrollment has reached 98.9 million students. This disparity is most pronounced at the pre-primary level, where 71% of students attend private institutions. Financial gaps are also stark, with average annual expenditure per student in private schools reaching Rs 28,693, compared to just Rs 2,863 in government schools.

On a structural level, some metrics show improvement. The pupil-teacher ratio has reached 24:1, meeting the National Education Policy 2020 benchmark. Infrastructure has also seen gains, with 95% of schools having electricity and 99.5% providing safe drinking water. Digital connectivity is expanding, with 69.9% of schools having computer access and 67.4% having internet connectivity.
