The Indian government has approved the GOBARdhan (National Circular Bioenergy) Scheme, a program running from FY 2026-27 to FY 2035-36 with a total outlay of Rs 23,731 crore. The initiative aims to increase domestic compressed biogas (CBG) production nearly ten-fold by utilizing agricultural residue, cattle dung, municipal organic waste, and sugar-industry waste.

To support the rollout, the scheme provides capital assistance for greenfield projects, an administered price of Rs 2,110 per MMBTU, and credit guarantees for MSMEs. It also establishes mandatory blending targets for CNG and piped natural gas, starting at 3% in FY 2026-27 and rising to 5% from FY 2028-29.

Industry projections from the Indian Biogas Association suggest the scheme could reduce natural gas import costs by approximately $5 billion and decrease reliance on imported fertilizers by at least 5%. Expected secondary benefits include the creation of 1.5 lakh jobs, the production of 250 million tonnes of organic fertilizer, and a reduction of over 40 million tonnes of CO2 emissions.
