India highway construction quality enforcement

Overview

India’s Ministry of Road Transport and Highways has begun enforcing a ‘catastrophic failure’ provision against construction firms following major structural failures and accidents. In one instance, a section of National Highway-45 in Tamil Nadu subsided by approximately two meters. In another, a major accident occurred during bridge viaduct construction on NH-727B in Uttar Pradesh.

Under these regulations, responsible companies face negative ratings and can be barred from new project tenders for two years. Union Minister Nitin Gadkari has warned that contractors, consultants, and officials responsible for substandard quality will face blacklisting. To improve oversight, the ministry is intensifying monitoring through technology, such as Network Surveillance Vehicles, and utilizing social media feedback to identify road defects.
