Overview

The Indian Union Ministry of Health and Family Welfare has proposed amendments to the Drugs Rules, 1945, to increase oversight of Schedule H, H1, and X prescription medicines. A central element of the draft notification is the mandatory installation of CCTV surveillance at retail medical stores to prevent unauthorized sales and improve supply chain transparency. The proposal requires that CCTV recordings be preserved for at least three months.

Following the proposal, the All India Organisation of Chemists & Druggists (AIOCD) has urged the government to reconsider the mandate. The organization expressed concerns regarding the financial burden on small and medium-sized chemists, estimating costs between Rs 50,000 and Rs 1 lakh for installation and maintenance. Furthermore, the AIOCD cited practical difficulties in rural areas, such as poor internet connectivity, frequent power failures, and a lack of technicians to maintain the systems.
