Overview

India is evolving its renewable energy strategy to prioritize grid reliability, cost-effectiveness, and regulatory flexibility as the nation pursues a target of 500 GW of non-fossil fuel-based power capacity.

To support this transition, the Central Electricity Regulatory Commission (CERC) introduced a framework allowing developers to pay daily charges to maintain grid connectivity rights if they miss project deadlines. Extensions for land acquisition and financial closure incur a charge of Rs 1,000 per MW per day, while delays in commencing commercial operations attract a penalty of Rs 3,000 per MW per day. These extensions—ranging from three to 12 months depending on the milestone—aim to prevent developers from losing access to limited grid capacity while ensuring capacity is not left unused.

However, the sector faces growing challenges from grid constraints and weather volatility. Renewable energy curtailment rose significantly from 0.07 TWh in January 2025 to 2.68 TWh in May 2026. In regions such as Rajasthan and Gujarat, approximately 12 GW of capacity faces curtailment of up to 100% due to delayed transmission lines.

In response, new analytics tools like the India Grid Service have been launched to forecast curtailment risks. Additionally, while battery energy storage is critical for balancing the grid during extreme weather, developers face new complexities as battery prices rise due to raw material supply tightening and policy changes in China, bringing standalone battery tender tariffs to approximately Rs 210,000 per MW per month.
