In late August, the Indian Ministry of Consumer Affairs, Food and Public Distribution reported a 20 percent drop in ex-mill sugar prices. This decline followed government investigations which determined that recent price surges were caused by hoarding and speculation rather than shortages. To combat these issues, the government implemented a fortnightly quota system for sugar mills to prevent ‘short selling’. By mid-September, the government adjusted regulations for large consumers, such as food processors and hotels, increasing their allowed sugar stock limit from 15 to 30 days to ensure stability ahead of the festive season. To protect domestic supplies, any stock held beyond the initial 15-day limit must consist of imported sugar. These measures coincide with a downward revision of the 2025-26 sugar production estimate, from 343 lakh tonnes to 306 lakh tonnes, due to potential weather impacts like El Niño. To maintain transparency, large consumers are now required to report stock details weekly via an official online portal. As of October 2026, the government has introduced further restrictions specifically targeting sugar dealers to curb hoarding. From October 15 to November 30, dealers are restricted from holding stock for more than 15 days from the date of receipt, with a standard inventory cap of 1,000 quintals. Exceptions apply in Assam and the Kolkata metropolitan area, where the limit is increased to 2,000 quintals. This intervention follows a significant price decline, with ex-mill prices dropping approximately 28% and retail prices decreasing by 15% from their August peak. The government is now urging wholesalers and retailers to pass these lower costs on to consumers.
