In late August and early September 2026, the Indian Ministry of Finance and the Central Board of Indirect Taxes and Customs issued several notifications revising excise duties and customs tariff values. Initial revisions included amendments to rates for specified goods under the Central Excise Act, 1944, and updated tariff values for imports such as edible oils and precious metals. For example, the tariff value for gold was set at US $1,468 per 10 grams. Subsequent adjustments focused on the petroleum sector, specifically regarding export duties and windfall taxes for diesel, petrol, and aviation turbine fuel (ATF). Changes included a reduction in the diesel export duty from 3 rupees per litre to 1 rupee per litre and a decrease in the diesel windfall tax from 24 rupees to 19 rupees per litre. Conversely, the Special Additional Excise Duty (SAED) on exported petrol increased from zero to 1.50 rupees per litre, and the Road and Infrastructure Cess (RIC) for diesel was raised to 1 rupee per litre. Following a fortnightly review by the Finance Ministry, the government implemented further reductions to windfall taxes on fuel exports for the period beginning September 16, 2026. These adjustments saw the SAED on diesel exports decrease from ₹25 per litre to ₹20 per litre, the levy on ATF exports lowered from ₹19 per litre to ₹15 per litre, and the duty on petrol exports cut from ₹1.50 per litre to ₹0.50 per litre. By September 16, 2026, the Ministry of Finance also reduced the Road and Infrastructure Cess on high-speed diesel oil exports from 1 rupee per litre to Nil. On September 24, 2026, the government further reduced basic customs duties (BCD) on several edible oils to manage curb food inflation and lower retail prices. prices ahead of the festive season.
