The Unified Payments Interface (UPI) in India is undergoing shifts regarding its economic model and international accessibility. To address annual operating costs estimated at ₹20,700 crore, the Indian government is evaluating a Merchant Discount Rate (MDR). While consumer and person-to-person transactions would likely remain free, the Standing Committee on Finance has noted that current subsidies may be insufficient for maintaining cybersecurity and infrastructure. Proposals suggest charging larger merchants or transactions above certain thresholds a fee of approximately 0.3% to 0.5%. International expansion continues as UPI scales. Foreign businesses can accept UPI payments without a local Indian entity by using RBI-authorized Payment Aggregator Cross-Border (PA-CB) providers, which settle funds into currencies such as USD, EUR, or GBP. This is critical for accessing the Indian market, where UPI accounted for roughly 85.5% of digital payments in late 2025. In August 2026, UPI reached a record 24.51 billion monthly transactions, a 22% increase from the previous year, though the total transaction value saw a marginal decline to ₹29.82 lakh crore, indicating a rise in smaller, everyday payments. This surge in volume was partially attributed to festive activities such as Raksha Bandhan. Additionally, the rise of low-value RuPay credit card-linked UPI transactions has contributed to a shift in credit card usage patterns, where average expenditure per transaction fell by 13.5% in July 2026. Geographically, UPI expanded to 11 countries following a commercial agreement between NPCI International Payments Limited and Uzbekistan’s National Interbank Processing Centre. This allows users to make merchant payments in Uzbekistan by scanning local UZQR codes. codes, facilitating seamless cross-border transactions following approvals from the Reserve Bank of India and the Central Bank of Uzbekistan.
