Indian municipal waste management implementation

Overview

Indian municipal authorities are implementing various measures to enforce and improve urban waste management and sanitation.

Initial efforts focused on the enforcement of the Solid Waste Management Rules, 2026. In Kohima, the Kohima Municipal Council mandated that Bulk Waste Generators (BWGs)—including hospitals, hotels, and large institutions—register within 30 days or face potential disconnection of water or power. In Chennai, the Greater Chennai Corporation utilized Supreme Court-authorized fines, ranging from Rs 5,000 to Rs 25,000, to penalize non-compliant entities failing to use required colour-coded bins for waste segregation.

Subsequent initiatives expanded toward community coordination and infrastructure integration. In Guwahati, the Guwahati Municipal Corporation introduced ‘Swachh Sakhis’ to manage door-to-door collection and user charges. Meanwhile, the Cyberabad Municipal Corporation moved toward integrating waste management fees into property tax collections, planning the procurement of 3,500 ‘Swachh autos’ and the implementation of a four-bin segregation system. The CMC is also developing a master plan to address flooding through a ‘sponge-city’ approach.
