Overview

In early August, rising global oil prices linked to the Middle East conflict pushed Brent crude above $100 a barrel, straining fuel markets in Mauritius and Madagascar. Mauritius’ Petroleum Pricing Committee prepared to decide on a modest price rise while the state trading firm absorbed higher freight and insurance costs, widening its price‑stabilisation deficit.

At the same time, the International Monetary Fund delayed a $183 million budget‑support disbursement to Madagascar after the government imposed a fuel‑price cap and suspended the automatic price‑adjustment mechanism required under its programmes. Finance Minister Herinjatovo Aimé Ramiarison clarified that the suspension was a response to an energy emergency and not a withdrawal from the programme, stating, “It is not a withdrawal, but there are still points we need to discuss together.”

By mid-August, Madagascar’s fuel supply faced potential disruption due to logistical complications at the port of Toamasina. The Groupement Pétrolier de Madagascar (GPM) warned that the simultaneous arrival of two tankers could destabilize the supply chain. While the GPM had planned a shipment of diesel, gasoline, and kerosene, the government chartered an additional vessel, the Sunda 1, from Nigeria to provide 67 million liters of diesel for the utility Jirama. To accommodate this state-chartered shipment, the government requisitioned storage capacities at the Toamasina terminal, a move the presidency described as a successful example of South-South cooperation following engagements with Nigerian President Bola Tinubu.
