Indian Parliament women’s reservation and delimitation bills
Overview
The Indian government is preparing to convene a special session of Parliament later this month to advance constitutional amendment bills concerning women’s reservation and delimitation. This legislative push follows a setback in April 2026, when the Constitution (131st Amendment) Bill failed to secure the necessary two-thirds majority in the Lok Sabha.
The primary focus remains the Delimitation Bill and legislation intended to implement a 33 per cent reservation for women in the Lok Sabha and state legislative assemblies. To mitigate opposition from southern parties regarding potential representation losses due to population-based delimitation, the government has reportedly considered a flat 50 per cent seat expansion across all states and Union territories.
To secure the required special majority, the ruling National Democratic Alliance (NDA) is actively engaging in outreach to regional and “like-minded” parties, including the Dravida Munnetra Kazhagam (DMK). The government reportedly appears confident that the “political arithmetic has shifted sufficiently” to achieve the necessary numbers.
However, the proposal to link women’s reservation with a delimitation exercise has triggered significant opposition. Congress leaders have accused the BJP of using the reservation as a “cover” to advance a delimitation agenda that could redraw constituencies to favor the ruling party and marginalize specific communities. Congress President Mallikarjun Kharge has urged Prime Minister Narendra Modi to convene an all-party meeting to discuss the long-term constitutional consequences.
Regional parties, including the DMK and YSRCP, have also demanded the removal of Chief Election Commissioner Gyanesh Kumar. YSRCP chief Y S Jagan Mohan Reddy expressed regret over his party’s previous support for the 2023 law regarding the appointment of election commissioners, stating that an examiner should not be nominated by the ruling party.
