Indian political dispute over delimitation and electoral-rol
Congress President and Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, has called for an all-party meeting to discuss proposed delimitation changes. In a letter to Prime Minister Narendra Modi, Kharge requested consensus before any new Constitutional Amendment Bill is finalized, noting an “unprecedented” 64-day gap since the Monsoon Session adjourned without the Houses being formally prorogued. Kharge cited a previous failed attempt in April to pass a Delimitation Constitutional Amendment Bill and emphasized the need for deliberation to avoid unilateral decision-making. Following these requests, Kharge announced plans to meet with the Prime Minister to discuss delimitation, the Special Intensive Revision (SIR) of electoral rolls, and delays in implementing women’s reservation. In response to the calls for an all-party meeting, response, Union Parliamentary Affairs Minister Kiren Rijiju stated that the government has been seeking cooperation from the Congress party but has proceeded to consult other political parties, such as the DMK and Samajwadi Party, as the Congress had not provided specific dates for discussions. Recently, leaders of the INDIA opposition bloc scheduled a virtual meeting, chaired by Kharge, to coordinate a protest roadmap regarding allegations of “vote chori” (vote theft) during the SIR process. The bloc is accusing the Election Commission of India of facilitating the deletion of eligible voters and is seeking the resignation of Chief Election Commissioner Gyanesh Kumar. This escalation includes a petition filed in the Supreme Court challenging the electoral roll revision and calls to repeal a 2023 law granting immunity to election commissioners. The opposition is also preparing for a major rally in New Delhi on November 1.
