Indian Statistical Institute governance bill

Overview

In late July 2026 the Indian government announced plans to introduce a new Indian Statistical Institute Bill that would repeal the 1959 Act, convert the institute into a corporate body and create a Board of Governors headed by a distinguished academic or industry leader, with the President of India serving as Visitor. An Academic Council under the director would become the chief academic body.

The bill was formally presented in the Lok Sabha on 3 August 2026 by Union Minister Rao Indrajit Singh. It expands the institute’s remit to include data science, computer science, economics, biology, physics, earth sciences, quantitative social sciences and emerging technologies such as cryptology, aiming to strengthen governance, improve accountability and position the institute as a global centre for statistical and data‑science research.

Following its introduction, faculty, students and opposition MPs quickly condemned the proposal, saying it would strip ISI of its autonomy, internal democracy and fee‑free programme structure. Representatives called for wider consultation with the ISI Society, Council and Academic Council and urged referral of the bill to a Parliamentary Standing Committee. An online petition launched by Kolkata faculty demanded reconsideration, underscoring broader concerns about government control over academic institutions in India.
