Indonesia’s Directorate General of Taxes (DJP) has confirmed that the collection of income tax (PPh Pasal 22) for online merchants via digital marketplaces will officially begin on October 1, 2026. This policy, based on Ministry of Finance Regulation (PMK) Number 37 of 2025, aims to formalize digital economic activities. The implementation follows a previous delay from August 1, 2026, which was intended to ensure technical readiness and protect consumer purchasing power. Director General of Taxes Bimo Wijayanto stated that the four major designated platforms—Tokopedia, Shopee, Lazada, and Blibli—have completed technical preparations and system sandboxing to ensure a smooth transition. As the implementation date approaches, recent data shows that tax revenue from the digital economy sector reached Rp57.23 trillion through August 2026. The largest contributor to this sector has been Value Added Tax (PPN) on electronic transactions (PMSE), which has totaled Rp44.05 trillion since 2020. Other digital revenue streams include fintech, crypto assets, and government procurement information systems. Overall, Indonesia’s total tax revenue reached Rp1,409 trillion as of August 31, 2026, representing 59.8 percent of the state budget target and a 24.1 percent year-on-year growth. In a recent update, Finance Minister Suahasil Nazara reaffirmed a commitment to fiscal discipline, noting that the state budget deficit stood at Rp240.1 trillion, or 0.93 percent of GDP, as of August 31, 2026. Further fiscal reports through August 2026 indicate that while the state budget recorded a deficit of Rp240.1 trillion, the government achieved a primary balance surplus of Rp154 trillion. Total state revenue reached Rp2,055.6 trillion, bolstered by a 41.7 percent surge in non-tax state revenue (PNBP), which reached Rp435.1 trillion. Additionally, the government successfully completed the repayment of approximately Rp640 trillion in debt obligations related to the 1997-1998 monetary crisis using Bank Indonesia’s surplus.
