Since mid‑June 2026 the Indonesian Council of Ulama (MUI) has labelled LGBT gatherings as terrorism, prompting President Prabowo Subianto to issue Presidential Regulation No 111/2025 and a defence‑policy regulation on 18 July that lists the promotion of LGBTQ culture among non‑military national security national‑security threats. The measures empower ministries, state agencies and regional bodies to act against the perceived threat. On 23 July the Ministry of Religious Affairs announced that anti‑LGBTQ+ teaching materials will be embedded in religious schools and universities, coupling religious‑based sex education with counselor training to identify sexual‑gender diversity. The rollout also expands police powers: facial‑recognition, social‑media monitoring and an anonymous reporting platform, while restrictions on VPNs and encryption limit privacy tools. Criminal‑penalty regulations enacted in July impose up to five years’ imprisonment and fines for same‑sex relations. A follow‑up briefing on 29 July revealed that the ministry is drafting a curriculum to be inserted across subjects from fourth grade through secondary education for the 2026/27 academic year. Deputy Minister Romo Muhammad Syafi'i described the content as “prevention” of LGBTQ influence, with teacher training and moral‑character guidance materials.
