Indonesia is intensifying efforts to achieve a ‘Zero Over Dimension Over Loading’ (ODOL) policy by 2027 through technological enforcement and regulatory reform. In September 2026, the Ministry of Transportation reported that its new electronic law enforcement system, the ETLE Hub, detected 72,236 violations across 51 monitoring points during its first month of operation. The updated regulatory framework aims to increase sanctions and expand legal accountability for ODOL violations to include both cargo owners vehicle owners, corporations, and transport operators, cargo owners, rather than focusing solely on drivers. To improve governance, the revision involves new ministries in the oversight process: the Ministry of Basic and Secondary Education for traffic education, the Ministry of Health for post-accident handling, and the Ministry of Communication and Digital for the management of digital transport platforms. Experts have also emphasized the necessity of these measures to mitigate maritime risks, noting that overloaded vehicles can damage ferry ramp doors and complicate vehicle securing during transit.
