Indonesian ASN payroll transfer proposal

Overview

A proposed Indonesian government plan to transfer civil servant (ASN) payroll from regional development banks (BPD) to state-owned banks (Himbara) has raised concerns regarding regional economic stability. The Federation of Regional Development Bank Workers' Unions (FSP BPD) warned the House of Representatives (DPR RI) that the move could drain low-cost liquidity essential for supporting local MSMEs.

The Financial Services Authority (OJK) has since called for careful and measurable planning to maintain national banking stability. While BPD liquidity ratios remained within safe limits as of July 2026, OJK noted that ASN payroll serves as a highly stable funding component. The authority emphasized that BPDs will need to adjust liquidity management to ensure all ratios remain within safe corridors if the shift occurs.
