Indonesian border economic governance reform proposals

Indonesian Audit Watch (IAW) has proposed the creation of a National Border Economic Governance System (NBEGS) to address fragmentation among various agencies, such as customs, quarantine, and technical ministries. The proposed framework aims to integrate data, decisions, and supervision through principles like ‘single submission’ and ‘risk-based intervention’ to facilitate trade at economic gateways.

Building on this proposal, IAW has called for broader systemic reforms to ensure sustainable improvements within the Directorate General of Customs and Excise (DJBC). While acknowledging recent performance gains, IAW warned that structural changes must be supported by improvements in oversight and integrity to prevent old patterns from returning.

Strategic recommendations directed toward President Prabowo Subianto include establishing economic border reform as a national strategic agenda, conducting comprehensive audits of DJBC processes, and forming a dedicated NBEGS preparation team. The group emphasizes treating data as a strategic national asset and implementing national risk management through a joint border targeting center.
