The management of Indonesian civil servants (ASN) is undergoing administrative and policy adjustments. In Cirebon Regency, the Regional Human Resources Development Agency has indicated that civil servant mutations and rotations may be delayed until early 2027 as local systems are integrated with the national SIMATA talent management system and aligned with new National Civil Service Agency indicators. Simultaneously, there are discussions regarding the simplification of ASN nomenclature to bridge gaps between Permanent Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). This aims (PPPK) to provide legal certainty and equitable career development. Regarding compensation, salary structures for 2026 are governed by specific government and presidential regulations, categorized by service years and various allowances. regulations. Following a proposal from the Ministry of Cooperatives suggesting that the Merah Putih Village/Sub-district Cooperative (Kopdes Merah Putih) could serve as an instrument for distributing salaries and pensions, government ministers have issued clarifications. Minister of State Apparatus Utilization and Bureaucratic Reform Rini Widyantini and Minister of Finance Suahasil Nazara confirmed there are currently no plans to change the payment mechanism. They stated that salaries will continue to be transferred directly from the state treasury to individual bank accounts. Rini emphasized that the priority is ensuring the payroll process remains ‘comfortable, transparent, and easy for employees’ and that any changes must not complicate the rights of civil servants. Officials from the Ministry of Home Affairs and the Ministry of PANRB further noted that any shift in payment methods must be carefully studied to avoid complicating processes or destabilizing regional development banks (BPD) that currently manage these funds.
