Indonesia’s Ministry of Transportation has adjusted the maximum fuel surcharge allowed for scheduled domestic commercial flights in response to fluctuations in aviation turbine fuel (avtur) prices. In early August 2026, the ministry reduced the fuel surcharge cap to 30 percent of the upper fare limit following a drop in the national average avtur price to Rp 21,892 per litre. Director General of Air Transport Lukman Laisa stated the adjustment was intended to maintain passenger affordability while ensuring airline operational sustainability. By September 2026, the cap was increased to 40 percent after avtur prices rose by 6.5 percent, reaching an average of Rp 23,315 per litre. PT Pertamina Patra Niaga implemented these price adjustments across several major airports, including Soekarno-Hatta, Juanda, Sultan Hasanuddin, and Kualanamu. At Soekarno-Hatta, prices rose from Rp 21,102 per litre in August to Rp 22,471 per litre in September. While the 40 percent cap serves as the new ceiling to help airlines manage fluctuating costs, critics have noted that the scale of the surcharge increase may disproportionately impact ticket prices. Under these regulations, airlines retain the discretion to set fares below the established ceilings based on their individual business strategies.
