International maritime decarbonization negotiations

Discussions regarding maritime decarbonization and greenhouse gas emissions standards have intensified within the International Maritime Organization (IMO). Japan submitted a revised proposal to the Marine Environment Protection Committee suggesting fuel-intensity reduction targets and flexible offsetting. This proposal faced criticism from the Micronesian Centre for Sustainable Transport, which labeled the move “unambitious” and warned it could undermine the IMO’s Net-Zero Framework by allowing companies to dictate investment projects.

In response to the broader regulatory landscape, the IMO has defended its commitment to decarbonization, asserting that a lack of media coverage does not equate to institutional neglect. However, concerns regarding the economic consequences of the green transition have emerged. Greek Minister of Maritime Affairs and Insular Policy, Vassilis Kikilias, warned that the costs of transitioning to alternative fuels—which currently meet only 0.5% of global shipping needs—could drive inflation by increasing the price of energy, food, and consumer goods. Kikilias, representing a bloc of nations that control over 70% of the European fleet, argued against punitive measures for fuels that are not yet available in sufficient quantities.
