On the evening of August 21, 2026, police and prosecutors from the Ministry of Public Security conducted a search at the residence and headquarters of the Sapa TV Group Joint Stock Company in Lao Cai province. The property belongs to Vu Hoang Hai, a prominent content creator known as ‘Hai Sapa TV’ or ‘Hai Sa Pa,’ who maintains millions of followers on TikTok and YouTube. Lao Cai Provincial Police have arrested and charged Hai for consumer fraud. The investigation revealed that between 2022 and 2025, Hai used his social media following to promote dried buffalo meat as a ‘Northwest specialty,’ despite the product actually being ‘spicy dried buffalo meat’ manufactured by Hoang Nam General Trading and Production Joint Stock Company using frozen buffalo meat imported from India. The group allegedly used the ‘Hai Sapa TV’ logo to brand the imported meat as an authentic local specialty to deceive customers. Authorities have also detained Hai’s wife, Bui Thi Kim Tuyen, and Pham Van Ha, the Director of Hoang Nam. Tuyen and Ha face charges of ‘violating regulations on accounting work causing serious consequences.’ Investigations indicate that Tuyen purchased approximately 30 billion VND worth of the imported meat from Hoang Nam’s company to sell under the false specialty branding. As of August 24, 2026, the investigation remains ongoing to clarify the full extent of financial discrepancies and the potential involvement of other individuals. Hai, who gained popularity through videos showcasing Northwest culture and cuisine, has expressed remorse, stating, ‘I realize my behavior was wrong... I sincerely apologize to all the audiences who have always loved and supported me.’
